Todd was born in Cumberland, Maryland and spent a few years as a young boy living on a family farm in Meyersdale, Somerset County. He and his younger sister were raised by a single mother who taught them the values of hard work, honesty, integrity, and compassion for those who are less fortunate. These values were instilled by the example in which their mother has lived her life and became the foundation for how Todd has lived his own life and the man he is today. It has been through public service and caring for others that has defined Todd as a husband, son, brother, uncle, cousin, friend, neighbor, fellow citizen and proud American.
Despite some early family hardships and the divorce of his parents at a young age, Todd had the support of a loving family and grandparents who shared in Todd’s achievements as a young man. Todd was also positively influenced by the community in which he lived. It was family, friends, neighbors, teachers, coaches, and clergy who all provided Todd with the support and encouragement to pursue his dreams. Todd is grateful he had this family and community support during his upbringing. Every young person in America should have the educational opportunities and the community support to pursue their dreams and Todd wants to do everything he can do as a Representative in Congress to make this a reality.
Todd has always had an interest in our government and his first exposure to civics and government was realized as a sophomore in High School when he was selected as a member of the State of Maryland Governor’s Youth Advisory Council. It was around this same time in Todd’s life that he began his commitment to public service and helping his community and fellow citizens by becoming an Emergency Medical Technician (EMT) and volunteering at his local rescue squad. This decision to become an EMT and a commitment to public service for others would be instrumental in the future career opportunities that would later present themselves. Todd went to Allegany High School (1982) and was active in the student council and lettered in four sports. Todd attended Washington College, Chestertown, Maryland and graduated with a bachelor’s degree in political science (1986). It was during his senior year that he received a legislative intern position with the Maryland General Assembly in Annapolis and was sponsored by the Maryland Law Enforcement Association and International Association of Chiefs of Police.
Todd aspired to become a teacher and a coach; however, he felt a calling to continue his public service in a law enforcement career. First, as a police officer with the Ocean City, Maryland Police Department in 1986 and then as a Trooper and Flight Paramedic with the Maryland State Police (MSP) from 1987- 1990. It was shortly after becoming a Trooper that the MSP Aviation Division identified Todd as having Emergency Medical Services (EMS) experience as an EMT and offered him a position as a Flight Paramedic. The MSP Aviation Division sent Todd back to college and extensive emergency medical training at the University of Maryland, Shock Trauma Center in Baltimore where he earned his certification as a National Registered Emergency Medical Technician-Paramedic (EMT-P). Todd began his tour of duty as a Trooper/Flight Paramedic and flew Med-Evac, law enforcement and search and rescue missions over the next two-plus years at MSP Med-Evac bases at Martin State Airport, Baltimore, Maryland; Andrews U.S. Air Force Base, Maryland; and U.S. Naval Air Station, Patuxent River (St. Mary’s County, Maryland).
In April 1990, Todd received an appointment from the U.S. Department of Justice (DOJ), Federal Bureau of Investigation (FBI) to become a Special Agent. Todd attended the FBI Academy, Quantico, Virginia where he received extensive training from the premier law enforcement and intelligence agency in the world. Following New Agents training at Quantico, Todd was assigned to the Daytona Beach, Florida Resident Agency of the Jacksonville (Florida) Division where he worked all of the FBI’s investigative programs, to include: Violent Crimes/Major Offenders, White Collar Crime, Drugs/Organized Crime/Gangs, and Foreign Counterintelligence (FCI). In July 1997, Todd was assigned to the Jacksonville Division HQ office where he worked FCI exclusively. During Todd’s assignment to the Jacksonville Division from 1990-1999, he was a member of the Special Weapons & Tactics (SWAT) Team and was the Awareness of National Security Issues & Response (ANSIR) Program Coordinator.
In April 1999, Todd was selected and transferred for assignment to FBIHQ, Critical Incident Response Group (CIRG) Unit, where he was a member of the U.S. Attorney General’s Protection Detail, DOJ, Washington, D.C. Todd remained in this assignment until April 2001. From May 2001-September 2002, Todd was assigned to the Washington, D.C. Field Office where he was a member of a National Security squad working FCI matters against a critical threat country. It was also during this time that Todd supported the investigation of the terrorist attacks of September 11, 2001.
Beginning in October 2002, Todd began a series of FBIHQ assignments within the Counterintelligence Division. First, as a Supervisory Special Agent (SSA) and Program Manager for the FBI’s FCI program against a critical threat country. Then from March 2005-September 2007, Todd served as a senior liaison detailee to the Central Intelligence Agency (CIA), Center for Security Evaluation (CSE) followed then by an assignment to the newly created Office of the Director of National Intelligence (ODNI). In this capacity, Todd served as the FBI’s senior liaison representative to the U.S. Intelligence Community (USIC) regarding the FBI’s role in support of and counterintelligence efforts related to U.S. government overseas sensitive and classified construction projects in critical threat countries. Todd regularly interacted with FBIHQ and USIC senior executive managers and personnel throughout the USIC, representing the FBI’s security and counterintelligence interests related to a host of critical threat and national security matters. During this assignment, Todd also served as a member of the U.S. Department of State, Office of Inspector General. Todd spent extended periods of time overseas in support of these critically important U.S. government projects.
Following this detailee assignment with the ODNI, in October 2007, Todd returned to FBIHQ where he served as a Unit Chief within the Counterintelligence Division. Todd was the National Program Manager for FCI matters against a critical threat country. This FBIHQ Unit was instrumental in advocating for and implementing an enhanced Counterintelligence Division presence and coordination with the FBI Cyber Division-led National Cyber Investigative Joint Task Force (NCIJTF). It was also during this tour of duty at FBIHQ that Todd participated in and led investigations into highly sensitive and classified counterespionage investigations critical to our country’s national security. As a trained FBI Intelligence Officer, in July 2009, Todd was selected for an assignment to the Counterintelligence Training Center (CITC) located at the FBI Academy, Quantico, Virginia where he served as a SSA/Program Manager and instructor within the CITC, responsible for training Special Agents newly assigned to the FBI’s National Security and FCI programs.
In March 2012, Todd was selected to the FBI Counterterrorism Division and the newly formed Genocide War Crimes Unit that was embedded with the U.S. Department of Homeland Security, Immigration and Customs Enforcement (DHS/ICE) known as the Human Rights Violators War Crimes Center. Todd regularly participated in senior-level National Security Council (NSC) briefings and working groups to formulate sensitive and classified investigative strategies to identify and bring to justice the perpetrators of genocide, war crimes, human rights violations, recruitment and use of child soldiers, and crimes against humanity. Todd traveled overseas extensively in support of this critically important mission. During Todd’s distinguished FBI career, he was entrusted with some of our country’s most sensitive and classified intelligence information and was called upon to provide testimony in Federal Court and Grand Juries, as well as being the affiant in Foreign Intelligence Surveillance Court (FISC) proceedings.
In July 2014, after 24+ years of dedicated service to his country and the American people, Todd retired from the FBI. Todd is extremely proud and honored to have had the opportunity to serve our country and his fellow citizens as a Special Agent of the FBI.
Todd recognizes that the trust and confidence of the American people in our government institutions, such as the FBI and USIC, must be restored. And despite the continual misguided attacks and demeaning sentiment aimed at our government institutions from the current administration and lawmakers, Todd can assure the American people that the brave men and women of the FBI, as well as the USIC, will continue to perform their duties capably and honorably, without bias or prejudice, supporting and defending the U.S. Constitution, protecting our country and citizens from a terrorist attack, putting themselves in harm’s way in order to collect intelligence information for our policymakers while always seeking the truth. I know this to be the truth because I served alongside these brave men and women - fellow Americans - in service to our country and the American people.
After retiring, Todd and his wife moved from northern Virginia to the mountains and farmland of southwestern Pennsylvania and the Laurel Highlands. Todd has had the wonderful opportunity to do some things he has always wanted to do but was limited in doing due to his previous career. Coming full circle in his aspirations in becoming a teacher and a coach, Todd has been a substitute teacher in the local area school districts (K-12) in Somerset and Westmoreland counties which has allowed him to give back to the future generation of young Americans. And he has been a Little League coach teaching youngsters the fundamentals, sportsmanship, and enjoyment of the game of baseball. Todd has also enjoyed being a baseball umpire for Little League, High School, American Legion and the Johnstown Collegiate Baseball League (JCBL) and All American Amateur Baseball Association (AAABA). For the three previous years, Todd also had the privilege of serving as a Park Ranger with the Pennsylvania Department of Conservation and Natural Resources (DCNR), Linn Run State Park. The citizens of the Commonwealth of Pennsylvania are very blessed to have the outstanding parks and the many outdoor recreational opportunities to enjoy throughout our beautiful “Penns Woods.” Serving the Commonwealth in this capacity only broadened Todd’s appreciation for the importance of our conservation efforts and protecting our environment. Todd has also been active in volunteer activities to end hunger by supporting the Westmoreland County Food Bank and Somerset County Meals On Wheels program.
While returning to public service in seeking this elected office, Todd exudes a high level of personable qualities and demonstrated leadership abilities, while having confidence that his education, professional work experience, and life experiences have prepared him for the important responsibilities that will come with representing and serving the citizens of PA-13 in Washington. Todd resides with his wife Maureen and their rescue pets in Jones Mills, Donegal Township, Westmoreland County.
